What is the Stellar Communities Program?

“The Stellar Communities program is a multi-agency partnership designed to fund comprehensive community development projects in Indiana’s smaller communities. The Indiana Housing and Community Development Authority, Indiana Office of Community and Rural Affairs, and Indiana Department of Transportation are participating in this innovative program.

Stellar Communities has been recognized nationally as a premier community development program when it received the 2012 President’s Award for Innovation from the Council of State Community Development Agencies (COSCDA).” Indiana Office of Community & Rural Affairs

What is the Strategic Investment Plan 2014-2018?

The Wabash, Indiana Strategic Investment Plan 2014-2018 (SIP 2014) is a 4-year strategic plan defining a vision, a set of goals, and projects. The projects were defined and selected over a multiple-year process with input from many community members and community leaders. Previous planning efforts that contributed to the development of the through the development of the SIP 2014 include 2013 Economic Development Plan, Northeast Indiana Regional Partnership’s Vision 20/20 Plan – Vision for Northeast Indiana, Honeywell Center Economic Impact Study (2010), City of Wabash Park and Recreation master Plan 2010-2014 (Hard copy on file at City), Eagles Theatre Study (April 2013), Wabash Trail System Master Plan & Feasibility Study (2005) (Hard copy on file at City), Wabash Strategic Investment Plan 2013-2018 (SIP 2013), Wabash Marketplace, Inc. Public Art Master Plan (2013), Wabash ADA Transition Plan (2012) (Hard copy on file at City), Capital Improvement Plan, 2006-2012, and Design Guidelines for Downtown Wabash Local Historic District (2009).

Who is the Stellar Communities Agency Team?

This includes representation from Office of Community and Rural Affairs (OCRA), Indiana Housing and Community Affairs (IHCDA), and Indiana Department of Transportation (INDOT). Stellar Communities is a program of the Office of the Lieutenant Governor and has involvement from Sue Ellspermann and her staff as well.
